Well, I found this writter, with a very funny explanation on your question so I will quote it.

"Women's boobies are just for men? Heck no. They are fun for the whole family! Desmond Morris knew that women's breasts originally developed to feed the young. What he is saying is that they then developed the additional function of being sexually attractive to the male. It is their permanent nature that is hard to explain any other way. No other female mammal has mammaries when not lactating. The permanent nature of the human females breasts also makes sense when you consider that homo sapiens don't just have sex for reproduction. They also have it simply for pleasure. The human female is capable of having sex year round, unlike other species that might only mate once a year. This is also something that tends to reinforce the pair bond between men and women.

Why do men find cleavage so interesting? Well when you push two boobies together you end up again with something that looks very much like a tush with a crack down the middle.

As far as nipples on a man, maybe that isn't surprising since every fetus in the womb starts out as a female. Some develop into females and some are converted into males"

A burlap bra/corset/lingerie just doesn't add to feminity of women like a soft sheer material like satin does. As for the push up nature it is to further highlight what is an attractive feature of the female sex (even those with average to large breasts frequently worry whether or not they are "big" enough). By lifting it also returns a trait that many people find attractive in breasts, perkiness.

One of the sexiest thing is the hinting of sexuality, thus cleavage hints at one may find underneath the clothes increasing the attractiveness to many.

Thin women are chosen to be models because they make the clothing look good, not because people find unhealthy thinness at all attractive. Media exploitation and hype have been used to condition men to accept thin models as being attractive, when they would not normally have been accepted normally. Up until relatively recently (the last thirty years or so) contemporary art has always pictured the ideal for feminine beauty as being curvy.

I finally have one reason to agree with conservatives that the media is doing something wrong and conspiratorially!
