Because Tibet was never a real country. It's a region of China, like Norfolk is a region of England

Mongolia, that is the main capital and major cities, is still part of China (Inner Mongolia), while the country of Mongolia was essentially a backwater that was supported by the Russians to be independent as a buffer between them and China.
Meanwhile Tibet, high in the mountains, had no friends or support to remain independent, and the Chinese needed it so that Chairman Mao could say he was reuniting the country and keep power.

Mongolia had the backing and support of a major power which guaranteed its independence, as a satellite albeit, Tibet on the other hand had no such support from anyone.
