There is not defined date, but in general, the Reign of Terror is represented by Robespierre and he brought it into a bloody phase, called the Great Terror. This caused the scare among revolutionaries and enemies of Revolution, who band together to preserve their own necks, and overthrew Robespierre in the Thermidor coup of July 27, 1794. This proved to be a watershed of the Revolution and the machine of the Terror was broken. However, the terror peaked during this coup, when in Paris alone 150 people were guillotined in days following the execution of Robespierre. People who led the coup did not intended to completely to end the Terror, but wanted to moderate it. For that reason, some other scholars and historians say that the Reign of Terror continued until May 1795, when the Revolutionary Tribunals were disbanded. Between coup of Thermidor to the May 1795, 900 people were guillotined in Paris, but the speed of the execution continued to decrease through the rest of the 1794. People who gained the most from executing Robespierre like Fouche and Tallien, also shut down Jacobin club, and implemented a phase of the Revolution known as a White Terror. Since they wanted to prove in the eyes of the Frenchmen that they caused the coup to end the Terror, they often did not wanted any official association with this bloody phase, only use it to get rid off people standing in their political ambitions. They used to call it getting rid off the tail of Robespierre.

Robespierre was guillotined, and that was how there was an end to the Reign of Terror---it literally and figuratively lost its head.

The reign of terror ended in 1794, when the leader of it (Robespierre) was executed.
