The Constitution of the United States requires that the President of the United States be a natural-born US citizen.

Someone has to have been born on U.S. territory (including the States , a territory like Guam or Puerto Rico , or a military base) to become president . John F. Kennedy was born in Massachusetts and was of Irish heritage , he was also the first and only Roman Catholic president . He served in WWII . Interestingly enough, FDR was of Dutch heritage and Eisenhower was of German heritage , and they both served during WWII .

If you mean the country of origin of the president, it has to be the USA. That's one of the requirements of becoming president - gotta be born in the USA. If you mean a president who has family ties to Ireland, John F. Kennedy is a prime example. He did go to Ireland to visit the place where his grandparents, or perhaps it was his great grandparents, lived.
