By the end of WWII, the US had become a military and economic super power. The only other super power was the Soviet Union, and like any decent government, those in power looked around to find the nation best capable of harming them. Prior to WWII, the United States had generally been an isolationist nation, although they had pulled into the two World Wars for a variety of different reasons.



However, as the new super power, it was necessary for the US to begin participating more dynamically on the world stage. Europe had been devasted financially and physically by WWII (think London and Dresden to name a few places) making it fertile ground for the super powers to begin amassing allies. You have to look no further than Germany to find the perfect example of a country that had been literally divided in two between the US and the Soviet Union in their Cold War/pissing contest.

At the end of WW2 the US plan was as follows



On May 10, 1945, Truman signed the U.S. occupation directive JCS 1067. Morgenthau told his staff that it was a big day for the Treasury, and that he hoped that "someone doesn't recognize it as the Morgenthau Plan." The directive, which was in effect for over two years directed the U.S. forces of occupation to take no steps looking toward the economic rehabilitation of Germany".

In occupied Germany Morgenthau left a direct legacy through what in OMGUS commonly were called "Morgenthau boys". These were U.S. Treasury officials whom General Dwight D. Eisenhower had "loaned" in to the Army of occupation.

They were most active in the first crucial months of the occupation, but continued their activities for almost two years following the resignation of Morgenthau in mid 1945 and some time later also of their leader Colonel Bernard Bernstein, who was "the repository of the Morgenthau spirit in the army of occupation".



They resigned when in July 1947 JCS 1067 was replaced by JCS 1779 which instead stressed that "An orderly, prosperous Europe requires the economic contributions of a stable and productive Germany."

The US had planed to pull its troops out of Europe at the end of WW II the same way it had at the end of WW I, and go back to being an isolationist nation. However, when Truman met Stalin at the Potsdam Conference in 1945 he deiced he could not trust the Soviet dictator. The USSR was gobbling up Eastern Europe in much the same way the Nazis had been gobbling up Central Europe in the mid-late 1930, and the resemblance was just to spooky for Truman and his advisers to ignore. Isolationism had never worked, and in a world of intercontinental strategic bombers and atomic weapons (which the US expected the USSR to have within a decade) a reactive foreign policy seemed like it would be counter productive. So, as Jenna has so skillfully pointed out, Truman adapted a proactive foreign policy under the Truman Doctrine called containment. Understand. the point was not JUST to contain Communism, it was to slam a lid on regional hot spots (which the Soviet Union seemed to behind fanning into flame) before they got out of control and triggered another major war (which after 1949 would have almost certainly involved an exchange of nuclear weapons with the USSR).

Until 1947 Eisenhower deliberately had murdered another 9 Millions of Germans either killing them as POWs (renamed "DEF" by Eisenhower to circumvent the Geneva convention, Disarmed Enemy Forces) in many different but all criminal ways or starving them as civilians. Even Stalin's cruelties were not comparable to Eisenhower's bestiality. As a result since 1947 hundreds of thousands of Germans enlisted in the Soviet Red Army. Churchill's plan to invade the USSR with the help of German SS and Waffen SS troops, the "Operation Unthinkable", was about to backfire. Then the criminal policy was eased and exchanged for the Marshall plan. Otherwise Europe now would have been red to the last square centimeter.
