Because most of the Texans moved there for more freedoms and they had just won their independence. The US didn't give any support to the Texans so it would have been illogical for the Texans to subjegate themselves to the US at that point

Because the US did not want an immediate war with Mexico. Annexation of Texas by America would surely start a war -- which it did in 1845.
