There were a host of targets across Eastern Europe ranging from locations in East Germany and Poland to places in the Czech Republic and Hungary, places in Romania and Bulgaria and each of the European Soviet Republics. Targets included the capitals of all of the countries and republics mentioned as well as strategic air and sea bases, ports, troop concentrations, power stations, factories, munitions dumps, transportation hubs (road links and railroad hubs and airports) and essentially anything that would enable the Soviets to continue prosecuting an aggressive war in Europe. Detailed lists of specific targets filled with declassified information are widely available.
The first detonations would have been in Western Europe. There were nuclear landmines in West Germany designed to stop the advancing soviet armoured divisions.

Outside of the Soviet Union, most of the targets would have been the military bases filled with tanks and troops.
